Step 2: Consular Legalization by the Embassy of Ukraine in Vietnam
After being certified by the Ministry of Foreign Affairs of Vietnam, the documents must then be legalized by the Embassy of Ukraine in Vietnam to be legally valid and recognized for use in Ukraine.

Some documents issued in Vietnam for use in Ukraine (and vice versa) are exempted from consular certification/legalization under bilateral agreements:

"28. Ukraine

28.1. Civil (commercial, marriage and family, labor) and criminal documents issued by competent state authorities of either Party are exempted from consular certification/legalization – Based on Article 12 of the 2000 Treaty on Legal Assistance in Civil and Criminal Matters.

28.2. Documents under the authority of consular officers, issued by a representative office of one country in the territory of the other, are exempted from consular certification/legalization – Based on Article 42 of the 1994 Consular Convention."

Requirements for Consular Legalization by the Embassy of Ukraine
According to the regulations of the Embassy of Ukraine in Vietnam, documents will only be legalized if the following conditions are met:

• Documents must be translated into English, accompanied by the original or a certified true copy of the original.

• Both the translation and the original (or certified true copy) must be certified by the Ministry of Foreign Affairs of Vietnam (either the Consular Department or the Department of Foreign Affairs of Ho Chi Minh City).
