Step 2: Consular Legalization by the Embassy of Laos in Vietnam
After being certified by the Vietnamese Ministry of Foreign Affairs, the documents must be further legalized by the Embassy of Laos in Vietnam in order to obtain legal validity and recognition for use in Laos.

Some Vietnamese or Lao documents exchanged between the two countries are exempt from consular certification/legalization under the bilateral agreement:

"16. Lao People’s Democratic Republic
16.1. Civil, family/marriage, and criminal documents issued by competent state authorities of both Parties are exempt from consular certification/legalization – based on Article 12 of the 1988 Agreement on Legal Assistance in Civil and Criminal Matters.
16.2. Documents within the authority of consular officers issued by diplomatic missions of either Party in the other country are exempt from consular certification/legalization – based on Article 36 of the 1985 Consular Agreement.
16.3. Documents used for birth registration, marriage, parent-child recognition, or death registration for foreigners permanently residing in border areas, issued by competent Lao authorities in those areas, are exempt from legalization – based on Clause 4, Article 2 of Decree No. 123/2015/ND-CP dated November 15, 2015."

2. Conditions for Consular Legalization by the Embassy of Laos

According to the regulations of the Embassy of Laos in Vietnam, documents are only eligible for legalization if they meet all the following requirements:

  • Documents must be translated into English, accompanied by the original or a certified true copy of the original.

  • Both the translation and the original (or certified true copy) must be consular certified by the Vietnamese Ministry of Foreign Affairs
    (either the Consular Department or the Department of Foreign Affairs in Ho Chi Minh City).
