Consular Legalization of Vietnamese Documents for Use in France

To have Vietnamese documents legally recognized and used in French, individuals and organizations must comply with the consular authentication and legalization procedures as required by the regulations of both countries.

1. Legalization Process for Vietnamese Documents Used in French

Step 1: Consular Authentication by the Ministry of Foreign Affairs of Vietnam

To be carried out at:

• Consular Department – Ministry of Foreign Affairs of Vietnam (Hanoi)
• Or Department of External Relations of Ho Chi Minh City

Applicable to:

• French translations
• Bilingual originals or original documents in English or French
• Or certified true copies of bilingual or English/French originals

Step 2: Consular Legalization by the French Embassy in Vietnam
After being authenticated by the Ministry of Foreign Affairs of Vietnam, the documents must then be legalized by the French Embassy in Vietnam in order to obtain legal validity and be recognized for use in France.

Please note the territorial division for the receipt of documents and papers by the Embassy and the Consulate:

• The French Embassy in Hanoi will legalize documents and papers that have been authenticated by the Consular Department of the Ministry of Foreign Affairs of Vietnam.
  
  
• The French Consulate General in Ho Chi Minh City will legalize documents and papers that have been authenticated by the Department of External Relations of Ho Chi Minh City.

Certain documents and papers from Vietnam to France or from France to Vietnam are exempt from consular legalization/authentication under the agreement signed between the two parties:

"22. French Republic

22.1. Judgments, decisions on recognition/enforcement of civil judgments, civil status documents, and civil documents used for marriage, adoption, or recognition of parent-child relationships issued by the competent authorities of either Party are exempt from legalization/consular authentication – Based on Article 26 of the 1999 Agreement on Civil Matters and the diplomatic note exchange between the Consular Department and the French Embassy in Hanoi in 2011.

22.2. Documents used for adoption issued by the competent authority and transferred through the Central Authorities are exempt from legalization/consular authentication – Based on Article 17 of the Cooperation Agreement on Adoption.

22.3. Documents under the authority of consular officers issued by the diplomatic mission of one country in the other are exempt from legalization (consular certification is required if requested by the other Party) – Based on Article 35.3 of the Consular Agreement dated December 21, 1981."

2. Conditions for consular legalization by the French Embassy

According to the regulations of the French Embassy in Vietnam, documents will only be legalized if all of the following conditions are met:

• The documents must be translated into French, accompanied by the original or a certified true copy of the original document.
  
  
• The translation of the original document in English, French, or bilingual (or a certified true copy) must be consularly authenticated by the Ministry of Foreign Affairs of Vietnam (either the Consular Department or the Department of External Relations of Ho Chi Minh City).
