Step 1: Consular Certification by the Ministry of Foreign Affairs of Vietnam

The certification must be carried out at the Consular Department (Hanoi) or the Department of External Relations of Ho Chi Minh City, and applies to:

• Originals of public/official documents, or
• Copies reissued by the original issuing authority

Note: Notarized photocopies are not accepted for consular legalization.
