Previously, if you needed to use documents and papers issued in Vietnam abroad, or documents issued abroad in Vietnam, for purposes such as study, immigration, marriage, employment, or business, you would have to spend considerable time queuing, making appointments, and completing multiple procedures. This included obtaining consular certification from the Ministry of Foreign Affairs of the country where the documents were issued, followed by consular legalization at the embassy/consulate of the country where the documents would be used.
In particular, many countries do not have an embassy or consulate in Vietnam, while Vietnam also does not maintain an embassy or consulate in certain countries. This can make consular certification and legalization particularly difficult, time-consuming, and costly. Appointment schedules at many embassies can also take a long time, resulting in delays and the risk of missing deadlines in the country where the documents are to be used.
However, from September 11, 2026, this situation will fundamentally change with Decree No. 293/2026/ND-CP (providing guidance on the implementation of the Apostille Convention in Vietnam). This represents a major legal development that reduces the procedural process by 50%. Under the new system, your documents only need to obtain a single Apostille certificate from the competent authority in the country where the documents were issued to be legally recognized in more than 120 countries worldwide.
